The Clerk of Council and the secretary or the chairman of any other public body of the City shall maintain a list of persons who are required to be notified of meetings pursuant to Ohio R.C. 121.22(F). Any person desiring to be included on such list shall, upon request, written or otherwise, and upon the advance payment of the sum of thirteen dollars ($13.00) per quarter year prorated, have his name and post office address included in such list and such person shall, for the remainder of the quarter year in which such fee is paid, be sent by United States mail, first class delivery, advance notification of all meetings at which any specific type of public business is to be discussed. Such notification shall state the general purposes of the proposed meeting. No special meeting of a public body shall be held unless such notification has been placed in the mail before 12:00 noon the day prior to the date of the special meeting. No special meeting shall be held earlier than 12:00 noon of the day following the mailing of such notification, provided, however, that only in the event of an emergency requiring immediate official action within a period of time that does not allow the mailing of such notification, the notification to the news media provided for in Section 107.05(a) shall suffice.
