1341.01 UNSAFE STRUCTURES DEFINED AND DECLARED A NUISANCE.
   Any building or structure that is a menace to the public health, safety and welfare, that is structurally unsafe, unsanitary or not provided with adequate safe egress, that constitutes a fire hazard or is otherwise dangerous to human life, or that, in relation to the use to which it is put, constitutes a hazard to the public health, safety or welfare because of inadequate maintenance, dilapidation, obsolescence or abandonment is, for the purpose of this Part Thirteen - the Building Code, declared to be an unsafe structure or a public nuisance. Any such unsafe structure or public nuisance is hereby declared to be illegal and shall be abated by repair and rehabilitation or by demolition in accordance with the procedures set forth in this chapter.
