No building or other permit shall be issued by the Chief Building and Zoning Inspector where the application therefor provides for the installation or construction of a septic tank sewage disposal unit on any lots, lands, or premises, unless and until such proposed installation or construction has been approved in writing and a permit therefor has been issued by the Lake County General Health District.
