No person, or the agent or employee thereof, shall proceed to install or construct or cause to be installed or constructed a septic tank sewage disposal unit or any other device to dispose of waste water to serve any lots, lands, or premises or any buildings or structures thereon in the City, until detailed plans and specifications have been submitted to and approved in writing by the Lake County Health Commissioner, and a permit for the installation has been issued.
