All plumbing fixtures and floor drains shall be connected to the sanitary sewer where the same is available at the street. Where no sanitary sewer is available for such connection, such drains shall be connected to a septic tank, installed and maintained in accordance with the rules and regulations prescribed by the Lake County General Health District.
