At the time of application for any license or the renewal thereof under Section 749.02, the applicant shall pay to the City a license fee in the amount of twenty-five dollars ($25.00), which shall be paid over to the General Fund of the City and no part of which shall be refunded in the event a license or renewal is not issued. Irrespective of the effective date of this section (Bill 1976-250, passed October 19, 1976), such fee shall not be collected and received unless and until the provisions of this chapter have been submitted to and approved by the Director of Commerce of the State pursuant to Ohio R.C. 4749.09.
