739.06 INVESTIGATION; NOTICE OF PUBLIC MEETING; APPROVAL AND ISSUANCE OF LICENSE FOR ITINERANT JUNK DEALERS AND SCRAP PROCESSORS.
   (a)   Upon receipt of an original application for an itinerant junk or scrap dealer's license the Board shall consider the application at a public meeting which shall be held within fifteen days of the date of the receipt of the applicant.
   The Secretary of the Board shall notify the applicant, in writing, of the date, time, and place of the public meeting. The applicant may appear at the public meeting and speak on his own behalf or through an attorney.
   (b)    The Chairman of the Board shall furnish copies of the same to the other members of the Board and shall cause an investigation to be made of the applicant's business responsibility. The investigation shall include an inspection of the proposed or existing premises for the business for which a license is required.
   (c)    The Board shall consider comments received at the public meeting along with the results of the investigation conducted by the Director of Public Safety and shall approve or disapprove the application within thirty days of the public meeting. No license shall be issued under this chapter unless the application is approved by all members of the Board.
   (d)    If approved, the appropriate license shall be issued upon receipt of the required fee provided in Section 739.08.
   (e)    If disapproved, the Board, upon a written request made by the applicant or its attorney, shall provide the applicant with a brief written statement of the reasons the application was denied.
   (f)    Any person aggrieved by an order of the Board granting, denying, renewing, or revoking a license for a proposed or existing business or activity, subject to the provisions of this chapter, may appeal such order in the manner provided by Ohio R.C. Chapter 2506.
   (g)    The Director of Law shall furnish such assistance and advice to the Board as the Board shall request.
