No person, firm, group, corporation, association or organization shall sell or offer to sell any goods at a sale to be advertised or held out by any means to be one of the types of sales enumerated in Section 725.01 without first obtaining a permit to do so from the Director of Public Safety. The fee for such permit shall be two dollars ($2.00) payable at the time the permit is issued.
