No person shall act as a peddler, hawker, itinerant vendor, mobile food units, transient dealer, or solicitor within the city without first obtaining a peddler license in accordance with this chapter. A canvasser is not required to have a peddler license but any canvasser wanting a peddler license for the purpose of reassuring city residents of the canvasser's good faith shall be issued one upon request. A member of a licensed farmers market is not required to have a peddler license while acting as a peddler at the farmers market while it is in operation on the dates approved in the license. No person may operate a farmers market without first obtaining a license in accordance with this chapter. An exhibitor in a licensed arts and craft festival is not required to have a peddler license while acting as a peddler at the arts and crafts festival while it is in operation on the dates approved in the license. No person may operate an arts and crafts festival without first obtaining a license in accordance with this chapter.
