This chapter shall not apply to the following:
(A) A federal, state or local government employee or a public utility employee in the performance of his/her duty for his/her employer.
(B) A parent or student organization recognized by a public independent school district or a private school.
(C) Ordinary commercial wholesalers or sales agents who sell or exhibit for sale goods or merchandise to parties engaged in the business of buying and selling, and dealing in goods or merchandise.
(D) Peddling, hawking, soliciting, transient dealing, roadside food vending or operation of a mobile food unit during any street festival or parade and within the boundaries of a festival site or parade route which has been previously approved by official action of the City Council.
(E) Garage sales and yard sales.
(F) Gun shows, boat shows, home shows, and similar exhibitions.
