When in the opinion of the Building Official it is determined that subdivisions or areas within the city limits, which are not in permitted manufactured home parks, include a preponderance of manufactured homes, not including mobile homes, where the placement therein of an additional HUD-code manufactured home will have no greater negative influence or impact on the subdivision or neighborhood than already exists, the Building Official may grant approval for the placement of the manufactured home.
