The provisions of this chapter shall apply throughout the corporate limits of the city. The provisions of this chapter applicable to the design, construction, and operation of manufactured home parks and subdivisions shall also be applicable to any manufactured home park or manufactured home subdivision located outside the city which is connected to city water or sewer utility service.
