The purpose and intent of this chapter is:
(A) To provide certain minimum standards, provisions, and requirements for safe, sanitary, and suitable methods of construction and operation of present and future manufactured home parks within the city;
(B) To assure that manufactured home parks shall not become a menace to public health, safety, or welfare, nor a detriment to the property values of the neighborhood; and
(C) To provide proper locations, sanitary and healthful conditions, and facilities for manufactured homes and recreation vehicles within the city.
