(A) Except as provided by this section, this subchapter shall apply to all commercial property within the city.
(B) (1) The provisions of this subchapter shall not apply in connection with any repair, expansion, addition to, or replacement of an existing commercial building or parking lot, provided that no trees had to be cut, trimmed, or removed from the site.
(2) If any trees must be cut, then the terms of this subchapter apply as provided herein.
