§ 150.05 SIGNS EXEMPT FROM PERMIT.
   The following signs are regulated but are exempt from the permit requirements of this subchapter. For signs in these categories that do not meet the following regulations, a sign permit must be obtained.
   (A)   Temporary real estate signs not exceeding 32 square feet in area which advertise the sale, rental or lease of the premises upon which the sign is located. Such signs shall be removed no later than seven days following sale or rental of the subject property. "Sale" in this instance shall mean occupancy of the unit by a new resident. Signs are limited to one per street frontage.
   (B)   Temporary political signs concerning candidates for public office and ballot issues and not exceeding 32 square feet in area. Such signs shall be erected no earlier than 60 days prior to an election or referendum and removed no later than seven days after the election or referendum. Political signs placed within the rights-of-way or upon public property may be removed and disposed of by city personnel.
   (C)   Temporary signs advertising the date, time and location of a garage or yard sale and not exceeding six square feet in area. Such signs shall be posted no more than three days prior to and removed one day after the sale. Such signs shall not violate any other provision of this subchapter.
   (D)   Signs attached to the inside of a window that do not exceed 80% of the window length, or 33% of the window height, and do not obstruct vision of cashier clerk from the street level.
   (E)   Signs which are an integral part of the historic character of a landmark building or historic district.
   (F)   Public signs regulating vehicular or pedestrian traffic or directional signs designating or giving direction to streets, schools, hospitals, historical sites, public facilities, or community events.
   (G)   Flags of any government or governmental agency or any patriotic, religious, charitable, civic, educational or fraternal organization not exceeding 40 square feet in area.
   (H)   On-premises temporary signs in conjunction with special events. Such signs shall not exceed 32 square feet in area, shall not be erected more than 60 days in advance of the event and shall be removed within 30 days after the termination of the event.
   (I)   Hand-held signs not set on or affixed to the ground and not exceeding ten square feet in area.
   (J)   Temporary signs identifying the architect, engineer, developer or contractor when placed upon construction sites and not exceeding 64 square feet in area. Such signs shall not be erected prior to issuance of a building permit and shall be removed no later than seven days after completion of the project.
   (K)   Commercial occupational signs identifying the name and profession of the occupant(s) and not exceeding 16 square feet in area.
   (L)   Memorial or commemorative plaques or tablets denoting a building name and/or date of erection of a location of historic significance and not exceeding four square feet in area.
   (M) Property identification signs indicating address and/or name and not exceeding two square feet in area for residential land uses or five square feet in area for nonresidential land uses.
