(A) The changes effected by this subchapter shall apply only to proceedings or actions instituted before the effective date hereof. Provisions or actions instituted before the effective date hereof shall be governed by the provisions of this code, then in effect at the time the proceeding or action was instituted, the former provisions being continued in effect for that purpose.
(B) The City Secretary shall give notice of the passage of this subchapter by causing the caption or title hereof, including the penalty imposed herein to be published in the official newspaper of the city, at least twice within ten days after the passage hereof.
(C) This subchapter shall be effective ten days from the date of its passage by the City Council and upon publication, all as provided herein.
