(A) The City Council hereby prohibits the use of solid waste containers in the city for the collection and/or disposal of trash, refuse, or other solid waste by individuals, firms, or companies that do not own or lease the solid waste container, or otherwise pay a fee for the collection container services.
(B) The City Manager, and or his or her agent, shall begin issuing citations for the illegal theft of service by any and all unauthorized persons, and the illegal acts shall be prosecuted in the Municipal Court.
(C) This section shall take effect and be in full force and effect from and after its publication as provided by law.
