(A) The recitals set out in Ordinance 15-1117A are hereby adopted as the findings and conclusions of the City Council.
(B) The City Council hereby adopts a new back-flow prevention and cross connection control program as described in Exhibit 1 attached to Ordinance 15-1117A and incorporated by reference as if set forth in full herein.

(A) Criminal penalties. Any person who violates any provision of this chapter program shall be guilty of a Class C misdemeanor and upon conviction thereof by a court of competent jurisdiction shall be punished by a fine in an amount not to exceed $500. Each and every day any such violation any such violation continues or is allowed to exist shall constitute a separate offense.
(B) Civil remedies. In addition to enforcing this chapter through the use of municipal criminal proceedings, the city may initiate civil proceedings in state district court to abate or eliminate any violation of this chapter.
