§ 41.034 EMERGENCY PROCUREMENTS.
   Notwithstanding any other provisions of this chapter, the County Executive, county officers and department heads, may make emergency procurement of supplies, services or construction items when there exists a threat to public health, welfare or safety, or to prevent or minimize serious disruption of government services; provided that each emergency procurement shall be made with the competition as is practicable under the circumstances. A written determination of the basis for the emergency and for the selection of the particular contractor shall be included in the contract file. A confirming resolution, along with the written determination, shall be submitted to the County Board for all emergency procurements of $20,000 or more in accordance with § 41.089.
