670.02   CUTTING AND PRUNING OF TREES; PERMIT REQUIRED.
   (a)   No person shall cut, break, prune, remove or injure any tree or portion of a tree planted or growing in any public street or highway or cause, authorize or procure any person to cut, break, prune, remove or injure any such tree or portion thereof without a written permit therefor from the City Manager.
   (b)   Any person, firm or corporation desiring for any lawful purpose to cut, remove, prune or trim any tree in any public street or highway with a view to the preservation of the tree from disease or insects may apply to the City Manager, and if in the Manager's judgment the desired cutting, pruning, removing or trimming appears necessary and the proposed method and workmanship meets with his approval, the City Manager may issue a written permit for such work. Any work done under the permit must be in strict accordance with the terms thereof and under the supervision of the City Manager.
   (c)   This section shall not restrict the duty of any person to trim trees as required by Section 670.01.
   (d)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
