670.01   TRIMMING OF TREES TO PREVENT OBSTRUCTIONS.
   (a)   It shall be the duty of any person, being the owner or agent of any lot or parcel of land fronting on any street, avenue or public grounds of the City, in front of which trees are planted and growing, to keep such trees trimmed so as not to obstruct the passage of light from any street lamp or arc light in the vicinity, and it shall be the further duty of such owner or agent to keep all trees trimmed so that all branches overhanging streets and pavements shall be in the clear not less than fourteen feet above the surface of such street or pavement and not permitted to extend over any street or highway in such a manner as to obstruct the free use of the same, nor to the annoyance and inconvenience of any resident.
   (b)   If any owner or agent of any lot or parcel of land as stated in subsection (a) hereof fails or refuses to comply with any of the requirements of this section, it shall be the duty of the City Manager to cause such trimming to be done and to certify to Council a bill of the cost and expense. The cost shall be placed upon the tax duplicate by the Finance Director. The remedy provided herein shall be in addition to the penalty provided in subsection (c) hereof.
   (c)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. The penalty shall be as provided in Section 698.02.
