Effective January 1, 1990, Sections 197.01, 197.03, 197.04, 197.06 and 197.14 of these Codified Ordinances, as they existed prior to the adoption of this section (Ordinance 3051, passed June 5, 1989) are hereby repealed. However, no provision of this section, including the repeal of Sections 197.01, 197.03, 197.04, 197.06 and 197.14 of these Codified Ordinances, as they existed prior to the adoption of this section, shall in any way affect any rights or obligations of the City, any taxpayer or any other person, official or entity with respect to the one and one-quarter percent Municipal income tax authorized by Sections 197.01, 197.03, 197.04, 197.06 and 197.14.
