To provide funds for the purpose of general Municipal operations, maintenance, new equipment, extension and enlargement of Municipal services and facilities and capital improvements of the City and to provide funds for the payment of debt service on bonds, notes, loans, or other obligations issued or incurred by the City before January 1, 2004, to provide for the payment of costs of capital improvements to the water system of the City and for the payment of debt service on bonds, notes, loans or other obligations issued or incurred by the City at any time in order to refund any of those bonds, notes, loans or other obligations, and to provide funds for the hiring of additional personnel in the Police Department of the City, there shall be, and is hereby levied a tax in the aggregate amount set forth in Section 197.03 of the Codified Ordinances on salaries, wages, commissions and other compensation, and on net profits as hereinafter provided.
