167.21   PERSONNEL APPEALS BOARD.
   (a)   The City Manager shall report to Council each appeal request filed for a hearing before the Personnel Appeals Board under the City Charter and this chapter. Council shall adopt an ordinance calling the Personnel Appeals Board into session.
   (b)   The Personnel Appeals Board shall be constituted as per Section 8.04 of the City Charter.
   (c)   The Personnel Appeals Board shall make its decision in regard to the grievance appeal by a majority of its members in accordance with Section 8.05 of the City Charter.
   (d)   Any appeal from a decision of the Personnel Appeals Board shall be to the Court of Common Pleas or as set forth in the City's contract with the Fraternal Order of Police, Ohio Labor Council, Inc., for Police Division personnel.
