Any person who is selected to the office of Mayor at the organizational meeting of Council on November 16, 1981, and thereafter any person selected to the office of Mayor, shall receive a salary of three thousand dollars ($3,000) per year, payable quarterly, so long as he or she continues to discharge judicial functions. If and when judicial functions are terminated, he or she shall receive the same salary as members of Council.
