The manner of exercising the power of the City to lease any of its property, real, personal or mixed, shall be as follows:
(a) If Council should determine that it would be in the best interests of the City and its residents to lease any property, Council shall, by ordinance enacted pursuant to the provisions of the City Charter, authorize and direct the execution of such lease, the terms and conditions thereof to be as set forth in the ordinance or in an attachment to the ordinance.
(b) The determination by Council that any lease is in the best interests of the City and its residents shall be evidenced by the adoption of the ordinance to lease and shall be set forth in such ordinance.
