(a) No purchaser will be considered an owner of a plot until it is fully paid for, at which time he will be issued a deed as evidence of ownership. Deeds to plots convey burial rights only; the title to the real property shall remain with the City.
(b) Each deed shall contain a provision requiring a lot owner to first offer to the City any unused lot which the owner desires to sell, for repurchase by the City pursuant to Section 951.21(b) of the Codified Ordinances. The City shall notify the lot owner whether it wishes to repurchase the lost within 30 days of the lot owner's offer. If the City does not repurchase the lot, the lot owner may sell the lot to any third party.
