925.01 WATER SERVICE; PRIVATE HYDRANTS AND SPRINKLERS.

   (a)   Water Rates. Charges for service of the Municipal waterworks system for each billing period for each water meter providing service to any lot, parcel of land or premises connected to the Municipal waterworks system shall be in amounts to be determined as follows:

      (1)   For the first 2,000 gallons of water the charge shall be based on the size of the water meter at the respective rates indicated and such charge is deemed to be a readiness-to-serve charge as well as payment for water usage not in excess of 2,000 gallons.

   An additional minimum charge of ten dollars and eighty-two cents ($10.82) as of January 1, 2015, for water service shall be added monthly for each dwelling unit or separate commercial establishment, over one, served by the same meter. Any water usage that exceeds 2,000 gallons multiplied by the number of units shall be billed according to the schedule above.

   An additional minimum charge of nine dollars and fifteen cents ($9.15) as of January 2024 billing, for water service shall be added monthly for each dwelling unit or separate commercial establishment, over one, served by the same meter. Minimum charges for additional dwelling units served by the same meter and billed to one account shall be appropriate multiples of this schedule. Any water usage that exceeds 1,000 gallons multiplied by the number of units shall be billed according to the schedule above.

   (b)   Private Fire Hydrant and Sprinkler Charges.

      (1)   For each private fire hydrant connected to the waterworks system a charge of two hundred seventy dollars ($270.00) per year is hereby imposed. However, no charge is imposed for any such fire hydrant which:

         A.   Is of a type compatible with City equipment and approved by the Fire Chief. The quality of the construction must be approved by the Superintendent of the Division of Water Production.

         B.   Is not to be used except with approval of the Fire Chief.

         C.   Is sealed with a seal affixed by the Fire Chief.

      (2)   For each private fire sprinkler system connection to the waterworks system the following charge based on the size of the water feeder line is hereby imposed for each bimonthly billing period:

   (c)   Effective Date. The Finance Director shall send out statements for water service based upon the rates in effect at the time of billing, regardless of the date that water meters have been read.

   (d)   Nonresident Rates. Users of water of the Willard Municipal Waterworks and Water Pollution Control System outside the corporate limits of the City shall pay the water rates established for users inside the limits of the City plus 100% as provided in Section 925.18 of the Codified Ordinances.

   (e)   Temporary Service. Any water service connection for a period of time lasting less than 15 continuous days shall pay a combined water and sewer service charge of ten dollars ($10.00), provided that water usage during said period is less than 2,000 gallons. If water usage during said period exceeds 2,000 gallons, regular water and sewer rates shall apply.
