Before a taxicab operator’s license is issued, the City Manager shall refer the application to the Chief of Police, who shall investigate and report to the City Manger the condition of the equipment for which a license is requested. If it is found that the taxicab sought to be licenses is a safe and fit conveyance and that it complies with all the requirements of this chapter and of the Traffic Code, the City Manager shall issue the license upon payment of the proper license fee, as set forth in Section 751.02, and the furnishing of insurance as required by Section 751.13.
