§ 130.02 PAN HANDLING.
   (A)   No person shall stop an individual on the public streets of the city and ask that individual for food, money, or any item of value.
   (B)   The prohibition in subsection (A) is not to be construed to prohibit charitable solicitations as may be permitted by law.
