171.13 BEREAVEMENT LEAVE.
   (a)   All employees of the City shall be granted three (3) days of bereavement leave for the loss of a member of the immediate family. Such leave shall begin on the date of death of such family member provided death occurs before the beginning of the City business day or before the beginning of the shift on which the employee is working.
   (b)   The members of the immediate family are hereby defined as being the employee’s husband, wife, son, daughter, father, mother, brother, sister, father-in-law, or mother-in-law.
   (c)   The intent of this section is to allow employees to be with their families during a time of loss and in the event death occurs on a nonworking day, there shall be no credit because of that fact. In other words, if an employee works from Monday to Friday and death occurs on Saturday, the whole day which will be included in the intent of the section is Monday. There shall be no charge against accumulated sick time. The Director having management responsibility with reference to the employee is given authority to vary the definition of the immediate family contained herein and under extreme circumstances to allow one extra day bereavement leave without charge.
