171.06 COUNCIL POWER TO REGULATE BENEFITS.
   (a)   Council reserves the right at any time to interpret, modify, amend, suspend, or revoke the regulations regarding employees’ benefits, including but not limited to vacations, hospitalization, life insurance, sick leave, and bereavement leave.
   (b)   Council may by ordinance affect, alter, or change any employee benefit for any employee whether that employee is a full-time employee or a part-time employee.
