(a) The Mayor and Council hereby establish a full-time manpower ceiling at the level of twenty-three in the Fire Department.
(b) The Fire Department shall be composed of the following members who shall each furnish respective bonds as required by Section 171.01:
(1) A Fire Chief.
(2) Any number of Captains and Lieutenants as the Director of Public Safety deems necessary, not to exceed seven (7).
(3) Such number of volunteer or emergency firefighters as shall be Appointed by the Director of Public Safety who shall not be in the classified service.
(4) As many relief firefighters as the Director of Public Safety deems necessary, whose compensation shall be fixed by the Director and who shall not be in the classified service.
(5) Such number of clerks as shall be appointed by the Director of Public Safety who shall receive pay at an hourly rate for each hour of actual duty.
(c) The Fire Department shall be classified by the Director of Public Safety as
required by the City Charter or by other law.
