1161.05 POLITICAL, TEMPORARY, WINDOW SIGNS AND BILLBOARDS.
   (a)    Temporary Signs in Zoning Districts.
      (1)    Placement of temporary signs.
         A.    No sign shall be erected unless it is erected or placed at least ten feet within the front lot line in a Residential District. Provided, however, that in the event the topography, landscaping or the depth of the front yard prevents the effective display of the sign, the sign may be placed anywhere in the front yard. The placement of the sign shall not extend into the public right of way nor shall it obstruct the view of ingress and egress from adjoining properties.
         B.    No person shall place any temporary sign within the limits of the right of way of any public street, nor shall any person affix any temporary sign to any tree or pole within the right of way of any public street.
      (2)    Removal and storage of unlawful temporary signs. The Building Commissioner is directed to remove any temporary sign erected and maintained in the City contrary to the provisions of this chapter.

   (b)    Regulations for Temporary Signs.
      (1)    Temporary signs, banners, pennants or flags (other than corporate, institutional, State, Federal or other patriotic flags) intended to promote or advertise special events or sales may be permitted in addition to the type of signs in Section 1161.04, and the area limitations for identification signs in Tables IV, V, VI and VII, provided that:
         A.    Signs pertaining to such special event or sale shall not exceed fifty percent (50%) of the maximum area permitted on the premises for identification signs;
         B.    Banners, pennants and flags pertaining to such special event or sale (permitted in addition to the signs in subsection (b)(1) hereof), shall likewise not exceed fifty percent (50%) of the maximum area permitted on the premises for identification signs and development identification signs;
         C.    Signs, banners. pennants or flags shall be displayed only for the duration of the special event or sale, or for a period not to exceed thirty days each calendar year, whichever is less; and
         D.    Each establishment shall only display signs, banners, pennants, or flags for one such special event. Each establishment shall be required to pay one annual permit fee.

      (2)    Christmas and other holiday displays and greetings which contain no commercial message are exempt from these regulations.
      (3)    Portable signs shall not be permitted except when a new business has received an occupancy permit, has opened for business, and the permanent sign (which has been approved by the Building Commissioner), has been ordered. Such portable sign shall only be permitted until the permanent sign has been installed, or for a maximum of thirty days. Portable electric signs and balloons in excess of four feet in diameter shall not be permitted.
   (c)    Regulations for Window Signs.
      (1)   A permanent window sign or a sign affixed to the outside of the window is limited to twenty-five percent (25%) of the window area. For any window sign which comprises more than twenty-five percent (25%) of the window area, the entire window sign is subject to the area limitations for identification signs.
      (2)    A sign inside the window, either affixed thereto or visible from the outside, may be permitted provided:
         A.    A sign so located identifying the name of the business or intended to serve the same purpose as an identification sign, regardless of the material, is subject to the provisions of subsection (c)(1) hereof.
         B.    Any display signs or promotional signs or emblems which exceed fifty percent (50%) of the window area may be displayed for a maximum of forty-five days.
   
   (d)    Regulations for Billboards. Billboards are prohibited except when less than six square feet in area and placed on or associated with an integral part of accessory structures and equipment such as bus stops, benches, trash containers, etc.
