(a) Exterior portions of all dwelling structures shall be maintained in good repair and shall be capable of performing the functions for which such structure or part of any feature thereof was designed or intended to be used.
(b) The requirements of Sections 1158.04 to 1158.12, inclusive shall be considered in determining the compliance of a dwelling structure with this section, but such determination shall not be limited by the requirements of such sections when it is determined by the Commissioner of Building that there exists any other condition which is contrary to the intent and purpose of this section.
