1158.04 RUBBISH AND GARBAGE DISPOSAL.
    (a)    Every occupant of a dwelling shall dispose of all his rubbish in a clean and sanitary manner by placing it in approved receptacles. He shall dispose of all his garbage and other organic waste, which might provide food for insects and rodents, in a clean and sanitary manner by placing it in approved nonleakable, nonabsorbent, covered garbage storage receptacles. The rubbish and garbage receptacles described above shall not be stored on the exterior of a parcel of land at the following locations:
      (1)    In the front yard of a parcel of land extending from the front wall of a dwelling structure to the front right-of-way property line across the full width of the lot.
      (2)    In the front yard of an accessory building extending from the front wall of the accessory building to the front wall line of the dwelling structure extending from the side wall of the dwelling structure to the full width of the side yard where a driveway is located, provided the front wall of the accessory building is located within twenty feet from the rear wall of the dwelling structure.

   (b)    In every multi-family dwelling the owner, operator or his agent shall be responsible for providing and maintaining suitable approved receptacles, incinerators approved by the Fire Department or other conveniences for the disposal of rubbish, garbage, refuse or other waste matter.
