(a) Each dwelling unit, shall, prior to occupation for residence purposes, be equipped by the building permit applicant, at his expense, with a properly installed mechanical garbage disposer which conforms to the specifications in Section 1155.03 or a properly installed garbage incinerator which conforms to the specifications provided in Section 1155.04. In the case of a multiple residence building, one incinerator of adequate capacity readily available to occupants of all dwelling units therein shall be sufficient for the purposes of this chapter.
(b) Every building or place, other than a dwelling unit, the construction or equipment of which is commenced shall, prior to occupancy or use for any purpose or purposes which result in the production of garbage, be equipped by the building permit applicant, at his expense, with a properly installed mechanical garbage disposer which conforms to the specifications provided in Section 1155.03 or with a properly installed garbage incinerator which conforms to the specifications provided in Section 1155.04.
