For purposes of this chapter the following specifications for garbage incinerators are prescribed. A garbage incinerator shall:
(a) Be of a type tested, approved and listed by the American Gas Association in their current Directory of Approved Gas Appliances and Listed Accessories and be installed in accordance with the provisions of the National Building Code, 1967 edition, or the current standards of the National Fire Protection Association or in accordance with published current regulations of the East Ohio Gas Company. If activated electrically, it shall bear evidence of Underwriters' Laboratories, Inc. approval;
(b) Operate so as to completely consume wet or dry garbage by burning it to ash without causing noisome, offensive or noxious odors, vapors or gases and without the discharge or emission into the atmosphere of sparks, ash or the powdered residue of the substance which has been burned.
