When a building is completed to the satisfaction of the Building Commissioner and all the directives or orders of the persons herein referred to have been complied with and not earlier than ten days after the completion of the building and in case of more than one building not earlier than ten days after the completion of the last of such buildings, the deposit referred to in Section 1153.01 shall be refunded to the person to whom a receipt was issued diminished by the amount expended by the City to effectuate any such orders or directives and less ten dollars ($10.00) for inspection, clerical and other attendant services.
