No person shall hinder or obstruct the employees of the city in lawfully making any improvements in any public street, road, alley, sidewalk, or on any public ground of this city, nor shall any person without proper authority tear up, break, or injure any pavement, crosswalk, sidewalk, or other improvement in any public street, road, sidewalk, alley, or public ground in said city.
