(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99. In addition, to protect public property and the public interest, the city shall have the authority to clean, stabilize, or re-vegetate its own rights-of-way due to noncompliant permit holders. The city shall also have the authority to assess the permit holder for the work performed, in addition to all other remedies.
