§ 151.007 UNLAWFUL TO OBSTRUCT STREETS, SIDEWALKS, AND THE LIKE.
   (A)   It shall be unlawful for any person to place, cause, or maintain any obstruction of whatsoever manner in any street, sidewalk, public way, alley, public grounds, or public property in the city without written consent of the Common Council.
   (B)   The Building Official is authorized to grant permission in writing to any person to deposit and keep material for building, in any public street, road, alley, or other public grounds adjacent to the building to be erected or repaired, for a space of time not exceeding six consecutive months. Such permission shall not excuse the obstruction or occupancy with such material of more than one-third in width of any sidewalk or more than one-third in width of the right-of-way of any street or road, or place of such material in such a way as to impede the free flow of water inside of the gutter.
