§ 16.00 WATER RATES.
   (A)   Water service fee. The following fees shall be paid to the city as water service fees and shall be paid prior to the commencement of service.
      (1)   Fees.
   ¾-inch meter               $825
   ¾-inch meter for irrigation         $575
   1-inch meter               $825
   plus current invoiced cost for 1-inch meter from wholesale supply company
   1½-inch meter            $825
   plus current invoiced cost for 1½-inch meter from wholesale supply company
   2-inch meter               $825
   plus current invoiced cost for 2-inch meter from wholesale supply company
   All other meters larger than 2-inch    $825
   plus current invoiced cost for large meter from supply company
      (2)   Any water tap or installation of meter that requires cutting a street surface will require an additional fee of $10.50 per square foot of street surface cut in order to make repairs to the street surface.
   (B)   Deposits.
      (1)   Connection deposit for water utilities:
   Residential water      $100
   Small commercial      $125
   Restaurants         $200
   Car wash         $200
   Motels            $200
   Multi-family dwellings   Number of units times $11
               Minimum - $100
      (2)   Residential property owners having service on property owned and occupied by them shall not be required to place a deposit; however, non- owners requiring services shall place a deposit in addition to connection fees.
      (3)   In the event the commercial deposit is not sufficient to protect the system from loss, the City Administrator shall set the appropriate amount of deposit, subject to review by the City Council.
   (C)   Late payment fee. Payments made after the 10th day of the month following the date of billing shall have an additional 10% added as a late payment fee.
   (D)   Connect and reconnect fees.
      (1)   Connect fee: to all new customers and any customer moving within the system at a location with existing service   $15
      (2)   Reconnect fee: when service is disconnected for any reason and request to be reconnected            $15
      (3)   Reconnect fee: outside of regular office hours      $30
   (E)   Rates: Residential and Commercial.
      (1)   Customers inside the city limits base rate if less than 2,000 gallons used   $27.80
      (2)   Customers inside the city limits base rate if more than 2,000 gallons used   $31.82
         plus $4.02 per thousand for next 3,000
            Next 3,000: $5.38 per thousand
            Next 5,000: $6.05 per thousand
            Above 13,000: $6.72 per thousand
      (3)   Customers outside the city limits base rate if less than 2,000 gallons used   $41.82
      (4)   Customers outside the city limits base rate if more than 2,000 gallons used   $49.80
         plus $5.38 per thousand for next 3,000 gallons
            Next 3,000: $6.72 per thousand
            Next 5,000: $7.39 per thousand
            Above 13,000: $8.06 per thousand
      (5)   For apartments, apartment complexes or other multi-family dwellings, each living unit is considered to be a separate customer for billing purposes; for example, the minimum bill is the number of living units times the minimum bill established by this section; the minimum usage is the number of units times 2,000 gallons. Each separate living unit will be presumed to use at least the minimum usage. The bill for the apartment complex or multi-family dwelling will be comprised of the minimum bill, which is the total number of living units times the minimum bill; the minimum usage will be the total number of units times 2,000 gallons; after the minimum usage has been reached, the bill will be based on the rate tables in divisions (E)(1) - (E)(4).
   (F)   Penalty.
      (1)   A fine as provided in § 10.99 is hereby established for any person or entity who shall tap a water main without first making payment to the city for one of the scheduled fees; failure to pay such fee in violation of this section shall warrant the immediate removal of water meter and discontinuance of service until such time as fees are paid.
      (2)   It shall be a violation for any person to reconnect or turn water on after a disconnection for non payment has been made by the city and upon such conviction, the city shall pull the meter and a fine as provided in § 10.99 shall be assessed.
      (3)   To reinstall a water meter after disconnection, a reinstatement fee of $50 shall be paid in addition to all water deposits.
