No person except authorized employees of the utility department shall turn water on or off at the stopcock in the meter box without a written permit first being obtained from the utility department. A charge as prescribed in § 16.00 of the Fee Schedule, as set forth in Appendix 1 of this code, shall be made for turning water off or on at the customer’s request.
