§ 51.21  DISCONNECTION AND RECONNECTION OF UTILITY SERVICE.
   It is the policy of the Town of White Lake, before disconnecting a utility service, to give the customer a fair opportunity to avoid disconnection either by paying charges due or showing that the charges are in error. Under this policy, the customer has the right to request adjustments to his or her billing only one time per calendar year and only with acceptable proof as described in § 51.17.
   (A)   Service disconnections will be made between the hours of 8:30 a.m. and 3:00 p.m. on business days from Monday through Thursday only. Customers will be subject to a service fee for disconnection of the water service as soon as a town employee is dispatched to make the disconnection.
   (B)   Customers who have paid in full the past amounts due including any late charges and penalties are eligible to have the water service reconnected.  Customers will be subject to a reconnection fee which shall be established in the Schedule or Rates and Fees. The town shall reestablish water service as soon as possible after receipt of the payment.
   (C)   In the event of an emergency (declared or undeclared), where utility service is critical to the protection of the customer or others, the Mayor and/or Public Works Department Commissioner is delegated the authority to postpone, delay or suspend service disconnection and/or waive any fees or fines, for the affected account, class of accounts, or all accounts. This authorization may be extended to those accounts disconnected within the thirty (30) day period immediately prior to the onset of the emergency. Such determination of an emergency shall be approved by the Town Board of Commissioners at the next meeting.
