§ 70.21 TRUCKS TO AVOID PEAK TRAFFIC HOURS.
   All trucks engaged in making pick-ups and deliveries are to avoid transactions during peak traffic hours as defined in § 70.15. This provision is to help ease the entanglement of route mobility at times when congestion of traffic is likely to occur.
