304.02 DEFINITIONS.
As used in this chapter:
(a) "City" means the City of Whitehall, Ohio.
(b) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(c) "Vehicle" means everything on wheels or runners and any object of conveyance propelled by power other than human power designed to travel along the ground by use of wheels or treads and transport persons or property or pull machinery, and shall include, without limitation, automobiles, trucks, trailers, busses, motorcycles and tractors.
(d) "Motor vehicle" shall have the same meaning as defined in Section 301.22.
(e) "Street or highway" means the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
(f) "Property" means any real property within the City which is not a street or highway.
(g) "Junk" means discarded articles of all kinds which reasonably appear to be discarded or of no intrinsic value.
(h) "Junk motor vehicle" means any motor vehicle which is wrecked or in a worn-out condition and unfit for operation as a motor vehicle.
(i) "Abandoned junk motor vehicle" means any motor vehicle meeting all of the following requirements:
(1) Left on private property for more than seventy-two hours without the permission of the person having right to the possession of the property, on a public street or other property open to the public for purposes of vehicular travel or parking, or upon or within the right of way of any road or highway, for forty-eight hours or longer;
(2) Three years old, or older;
(3) Extensively damaged, such damage including but not limited to any of the following: a broken window or windshield, missing wheels, tires, motor or transmission;
(4) Apparently inoperable;
(5) Having a fair market value of fifteen hundred dollars ($1,500) or less.
