161.23 UNIFORMS AND CLOTHING.
   (a)   The City may authorize by ordinance the issuance of uniforms to employees for use during the course and scope of their employment. If the City should enter into a collectively bargained contract for the issue, replacement and care of uniforms, such provisions shall only apply to members of the bargaining unit with whom the contract is made.
   (b)   No person shall receive a civilian or other clothing allowance, or draw upon any account established therefor, unless there is provision made therefor within a collectively bargained contract, and the employee is a member of that bargaining unit.
   (c)   When the City, by ordinance or resolution, requires an employee to wear a uniform, the City will furnish sized uniforms appropriate to the gender of the wearer on a replacement basis.
   (d)   A uniform allowance specified within an ordinance, or collectively bargained contract shall be all inclusive of all uniforms required, and the monetary limit shall not be increased for any reason without legislative authorization.

   (e)   The City shall furnish a clothing allowance to members of the safety forces who are not members of a collectively bargained contract agreement. This allowance shall be up to $850 as needed per year for the Division of Fire and up to $1000 for the Division of Police. In addition, members in the Division of Police shall be reimbursed up to $600 annually for dry cleaning. In the Division of Police, the Chief, if permitted to wear business attire will be allotted an additional $200 for maintenance of his/her uniform and equipment.
