161.10 HOURS OF WORK.
   (a)   The average forty hour work week shall consist of five eight-hour days and two days off, or four ten-hour days and three days off. The salary and wage ranges prescribed in the pay plan for the respective classes of positions are based on a work week of forty hours, and a work month of 173.3 hours and a work year of 2,080 hours, with the following exceptions: employees working the platoon system in the Division of Fire based upon an average work schedule of fifty-six hours in a work week of fifty-three hours, a twenty-one day work period, and work year of 2,756 hours.   (Ord. 076-2011.       (1)   The positions of Fire Chief, Police Chief, Assistant Fire Chief, Police Deputy Chief, and Fire Prevention Officer shall work an average of forty hours per week, as provided for by subsection (b) hereof. The Emergency Medical Supervisor shall be chosen from the rank of Captain or Lieutenant and shall work a forty hour per week or fifty-six hour per week schedule after recommendations are made by the Fire Chief and approved by the Director of Public Safety. Changes in such personnel shall be within the discretion of the Director of Public Safety after consultation with the Fire Chief.

   (b)   The work day for all employees of the Administrative offices and administrative personnel of the City, except members of the public safety forces who are members of the bargaining unit and who are assigned to one of three platoons of the Patrol Bureau or the Detective Bureau, will be 8:00 a.m. to 5:00 p.m. with one hour for lunch. Variations may be requested by the department head, through the appointing authority, for a resolution of Council if other than a temporary change not to exceed fifteen work days. Except that Administrative Officers of the Public Safety Forces, the Division Chiefs and their respective Assistant and Deputy, primarily due to the consideration of a twenty-four-hour-a-day operation, have the latitude to take their lunch breaks, and to work an average forty hours per calendar week, or an average eighty hours per pay period in the manner in which they see fit or deem to be most appropriate.

      (1)   Starting time and quitting time may be varied, on a temporary basis, provided the principle of this division is adhered to for all variances.
      (2)   The Mayor may, by executive order, temporarily vary starting and quitting hours from time to time in order to facilitate a more efficient operation of the City Offices under his supervision and direction, but may not reduce or increase the total hours worked for administrative personnel without first obtaining wage modification legislation from Council.
      (3)   Elected holders of the office of Auditor, City Attorney, President of Council and Treasurer shall have the same authority as the Mayor to vary starting and quitting time as provided for by subsection (b)(2) hereof.
