161.05 CASE REVIEW BY COUNCIL.

(a) In any case where, by reasons of unusual circumstances, rigid adherence to the foregoing principles relating to salary adjustments would cause a manifest injustice, Council, on recommendation from the Civil Service Commission or Board of Review, may by ordinance, make such amendments relating thereto as in its discretion it deems to be proper.

(b) Before any cause is presented to Council, the matter shall first be passed on by:

(1) The appropriate authority as may be provided for by the appropriate bargaining unit's contract; or

(2) The Civil Service Commission if the position is classified; and thence

(3) By the Board of Review as provided for by Section 161.17(j).
